Trying to identify a Russian Mark Hammer Sickle and words, please help

Hello,  I am trying to identify this mark.  It is on a plate with blue flowers.  I believe the hammer and sickle wasn't used until 1917 so I am guessing this is circa 1920s - 1950s.  I have tried typing the names in to Google in several ways and also looked through a lot of Russian hallmarks to no avail.  Any help or ideas would be appreciated!  Thank you
