I'm checking on the piece you've mentioned. There is absolutely no reason to think this piece depicts Joan of Arc--in fact, it's a man in Renaissance parade armor. The border has no such thing as "aristocratic vails" [sic], it's a copy of High Renaissance decorative work, generally called now Raffaellesco, based on Imperial Roman motifs. The piece is probably 20th century Italian work.
I've seen this mark before, but I cannot come up with an ID at the moment. I will ask our Italian expert, Walter, to take a look.
